The grants are intended for all three ranges of Panchayati Raj Institutions – village, block, and district. The amount issued on Saturday is the opening portion of the ‘Untied Grants’ for the year 2021-22.
these grants are expected to be used by the Rural Local Bodies, amongst different matters, concerning several issues and moderation actions required to fight the COVID-19 crisis. Therefore, this will increase supplies to the three tiers of Panchayats for combating the virus.
As per the instructions of the 15th Finance Commission, this opening portion of untied grants meant to be cleared to the States in June 2021. However, because of the continuing COVID-19 pandemic circumstances and at the direction of the Ministry of Panchayati Raj, the Ministry of Finance concluded to issue the grant in advance of the usual plan, a finance ministry statement said. Furthermore, the 15th Finance Commission had forced several requirements for the release of untied grants.
The requirements cover the online availability of records of a specific portion of Rural Local Bodies in the public realm. However, getting into consideration the current conditions, this requirement has been waived for the release of the first installment of untied grants.
