The senator said after the law was approved, "After receiving constituent complaints about empty canisters on neighbourhood streets, it became clear that access to and the sale of whippets needed to be restricted. The growing number of used whippets in our neighbourhoods is not only unsightly but also an indicator of a serious nitrous oxide addiction issue.
According to the United States Drug Enforcement Administration, inhalants are "invisible, volatile compounds present in everyday home goods that produce chemical vapours that are inhaled to elicit psychotropic or mind-altering effects."
