    INDIA Bloc's first electoral test: Bypolls underway in 6 states

    Digital Desk: Polling for by-polls to seven Assembly constituencies across six states began on Tuesday (Sep 5) at 7 a.m. amid tight security arrangements to fill seats that have fallen vacant. Dumri in Jharkhand, Boxanagar and Dhanpur in Tripura, Ghosi in Uttar Pradesh, Bageshwar in Uttarakhand, Puthuppally in Kerala, and Dhupguri in West Bengal are the seven Assembly constituencies.


    The recently formed Opposition coalition INDIA and the BJP-led NDA are expected to face out against each other for the first time in the by-polls. The counting of votes will be held on Sep 8.


    Here's why the seats are important: 


    Dhupguri, West Bengal


    The BJP won in the 2021 election for the Dhupguri Assembly seat by 4300 votes. After winning 77 seats compared to just 3 in the previous election, the party made its historic debut in the West Bengal Assembly in 2021.


    In Dhupguri, Bishnu Pada Ray of the BJP defeated Mitali Roy of the Trinamool Congress. Following the death of BJP MLA Bishu Pada Ray, a by-poll for the Dhupguri Assembly is being held to replace the vacancy.


    There will be a three-way race for the Dhupguri byelection in 2023 between the BJP, Trinamool Congress, and Congress-Left coalition.


    The wife of CRPF member Jagannath Roy, who lost his life in the line of duty in Jammu and Kashmir in 2021, Tapsi Roy is a candidate from BJP. BJP has an advantage as former TMC MLA Mitali Roy recently joined the party.






    The TMC fielded professor Nirmal Chandra Roy against the BJP’s candidate. The CPI (M) candidate, Ishwar Chandra Roy, who is a teacher by profession, now has the support of the Congress.


    The poll will feature a contest between the members of the INDIA bloc because the Congress is supporting the CPI(M) against the TMC.


    Tripura's Dhanpur and Boxanagar


    Unlike West Bengal, the CPI (M) and the governing BJP will face off in Tripura's bypolls in Dhanpur and Boxanagar. CPI (M) has the advantage because neither the Congress nor the Tipra Motha have fielded candidates for either of the seats.


    Since Union minister Pratima Bhoumik resigned as an MLA to keep her Lok Sabha seat, Dhanpur is conducting a byelection. In Dhanpur, formerly a stronghold of the Left, Bindu Debnath of the BJP and Koushik Chandra of the CPI (M) will face off in the election.


    The contest between Bindu Debnath of the BJP and Kaushik Debnath of the CPI(M) will take place in the Dhanpur assembly constituency, which used to be considered to be a stronghold of the Left. There are 50,346 eligible voters.


    In the assembly poll held seven months ago, the BJP won the seat for the first time.


    Taffajal Hussain, who earlier lost to CPI (M) in the recently held Assembly elections, has been nominated by the BJP in Boxanagar.


    Mizan Hussain, the son of Samson Haque, who served as the district's representative until his passing in July, has been nominated by the CPI (M).


    Along with BJP Manik Saha, the chief minister of Tripura, has carried out massive campaigning.


    Uttrakhand's Bageshwar


    Five candidates are contesting in the polls for the Bageshwar assembly seat in Uttarakhand, with the main contest likely between the BJP and the Congress.


    After Chandan Ram Das, a sitting BJP MLA and cabinet minister, passed away in April 2023, a poll was required. For the fourth time in a row, Das won the elections in 2022, defeating a Congress candidate by more than 12,000 votes.


    The late MLA's wife, Parvati Das, is contesting for the seat against Basant Kumar of the Congress. Along with Bhagvati Prasad of the Samajwadi Party and Arjun Dev from Uttarakhand, Parvati Das and Basant Kumar are also contesting. The Uttarakhand Parivartan Party's Bhagwat Kohli and Kranti Dal are also contesting in the by-poll.


    The Kumaon region's assembly seat is a Schedule Caste seat, and the BJP has held it since 2007. This seat was won by Congress in 2002.


    The byelection is significant because the results will reflect the attitudes of Uttarakhand voters in the run-up to the 2024 Lok Sabha elections. In the general elections of 2014 and 2019, the BJP took home victories in each of the state's five Lok Sabha seats.


    The byelection outcome is also being promoted as a report on the performance of the BJP-led government, which is led by Chief Minister Pushkar Singh Dhami and has been in power for more than a year after winning resoundingly in the 2022 Uttarakhand assembly elections.


    Jharkhand, Dumri


    After the passing of state cabinet minister Jagannath Mahto, who had won the position for JMM in 2019, the Dumri Assembly seat became vacant.


    Yashoda Devi, who is running on the AJSU ticket and has the support of the BJP, was fielded by the NDA. Bebi Devi, the wife of Jagannath Mahto, will contest for the INDIA bloc.


    The elections have become more exciting due to the participation of Abdul Mobin Rizvi, a candidate of AIMIM.


    The Dumri, which JMM's Jagannath Mahto has represented for the past 20 years, is a challenge for the ruling alliance, which is led by JMM.


    There are currently 373 polling stations open for voting, of which 200 have been identified as Maoist-affected booths.  Polling is scheduled to continue till 5 p.m.


    In the by-election, more than 2.98 lakh voters, including 1.44 lakh women, are entitled to cast ballots, which will determine the electoral fate of six candidates, including three independents.


    Kerala's Puthupally


    Following the death of Oommen Chandy, the Congress' candidate for the Puthupally Assembly seat, a byelection is being held. The constituency was held by the former Kerala Chief Minister for a record 53 years. Chandy passed away earlier this year.


    The only time Puthupally had a non-Congress MLA was in 1967 when the CPI(M) won the seat. Puthupally is a Congress stronghold.


    Chandy Oommen, the son of Oommen Chandy, is running in the present by-elections against Jack C. Thomas of the CPIM-led LDF and Liginlal of the BJP-led NDA.


    CPI (M) hopes to win the seat that the party had held before the Oommen Chandy governance began in 1970, while Congress looks to retain the seat.


    The ruling LDF now holds 99 seats in the 140-member Kerala Assembly, followed by the UDF with 40 seats and one open Puthuppally assembly seat.


    In the Puthuppally constituency, there are 1,76,417 registered voters, including 90,281 women, 86,132 males, and four transgender people.


    Uttar Pradesh, Ghosi


    The Samajwadi Party (SP) and the Bharatiya Janata Party (BJP) are believed to be in a close race for the Ghosi Assembly seat in Uttar Pradesh. The resignation of SP's Dara Singh Chauhan, who converted to the BJP and is running for reelection, a byelection required for the Ghosi Assembly.


    The Samajwadi Party (SP) has placed Sudhakar Singh in the race to challenge Dara Singh Chauhan of the BJP.


    The Samajwadi Party's Sudhakar Singh has received the backing of the Left and Congress parties, but the Mayawati-led BSP hasn't fielded a candidate for the by-election.
