JNU New Rules: Students to face Rs 20k penalty for holding dharnas, admission cancellation, Rs 30k fine for violence
Students can face a penalty of up to Rs 20,000 and even cancellation of admission for holding dharnas or a fine of up to Rs 30,000 for resorting to violence at the Jawaharlal Nehru University.

Digital Desk: Students at Jawaharlal Nehru University (JNU) will now be fined Rs 20,000 for holding dharnas on campus. In addition, students who are found inciting violence may face admission cancellation and paying a fine of Rs. 30,000. A new set of regulations from JNU discuss the repercussions of actions like protests, dharnas, student fights, and more.

According to a report from PTI, JNU has published a 10-page guidebook titled Rules of Discipline and Proper Conduct of JNU Students. The report further states that as of February 3, 2023, the university implemented these new policies.

The rules were put into place following a fight between students brought on by the BBC documentary and PM Narendra Modi. Sources also claim that the Executive Council has given its approval for the rulebook.

The new regulations are "authoritarian" and "draconian," according to Akhil Bharatiya Vidyarthi Parishad, ABVP's secretary at JNU, and Vikas Patel. The university's ABVP chapter has called for the rules to be changed.

All students will be subject to the norms established by JNU in the meantime. The regulations would also apply to part-time students who were accepted both before and after the regulations' implementation.

According to PTI, punishments have been outlined for 17 "crimes," including blocking, gambling, occupying hostel rooms without permission, using abusive or insulting words, and forging documents.

The concerned parents and guardians will also receive a copy of the complaints made against the students.

Students may have their admissions cancelled and may be fined up to Rs. 30,000 for behaviours that could develop into violence, such as gheraos, sit-ins, or any other activity that interferes with the academic or administrative operations of the university.

After receiving a complaint, the Head Proctor would examine the report and launch a proctorial inquiry as necessary. The guidelines were purportedly developed expressly for "court proceedings," according to numerous JNU officials who spoke to PTI.
