AASU and AGP desire delimitation to ensure the future of Assamese indigenous people

The high-level committee issued its findings, which also proposed that the state's constituencies be delineated. Thus, constituency delimitation is an opportunity to ensure the destiny of the state's indigenous people forever.

    According to the AASU and
the AGP, the delimitation of Assembly and Parliamentary constituencies should
ensure the future of Assamese indigenous people.

    Election Commission of India (ECI)
should exclude the BTR from another
    parliamentary constituency.

background:#F8F9FA">The Election Commission of India (ECI) issued the draught
delimited constituencies based on the 2001 Census yesterday, according to
AASU's in-charge president, Utpal Sarma, and general secretary, Sankor Jyoti
Baruah, who spoke to the media today.

"When the full ECI team came to Guwahati
to hear public opinions, we requested the commission to safeguard the future of
Assam's indigenous people through the delimitation exercise," Sarma added.
We also asked the ECI not to reduce the number of constituencies in upper Assam
because the demographic trend hasn't altered considerably. That is our stance.
We are currently reviewing the draught proposals. If necessary, we shall seek
the advice and assistance of specialists. We will inform the ECI of our final
    decision."

color:#333333;background:#F8F9FA">"Clause VI of the Assam Accord speaks of
the constitutional safeguards of the indigenous people of Assam," Sankor
Jyoti Baruah stated. Since the signing of the Assam Accord, the AASU has asked
successive prime ministers to secure constitutional protections for Assamese
indigenous people. One of the AASU's main requests is constituency
delimitation. The delimitation should protect the future security of Assamese
indigenous people. Under the chairmanship of retired justice Biplab Kumar
Sharma, the Central Government formed a high-level committee to make
recommendations for the implementation of Clause VI of the Assam Accord. The
high-level committee issued its findings, which also proposed that the state's
constituencies be delineated. Thus, constituency delimitation is an opportunity
to ensure the destiny of the state's indigenous people forever."

Election Commission of India came to Guwahati to hear the views of all
stakeholders, including political parties and organizations," AGP
president and Cabinet minister Atul Bora told The Sentinel. The draught plans,
which were released yesterday, show a rise in the number of LACs in some
districts and a decrease in others. We are scrutinizing the draught suggestions
    down to the village level.

color:#333333;background:#F8F9FA">We shall inform the Election Commission of
India of our views and opinions following a comprehensive investigation. We, on
the other hand, remain committed to protecting the future of the state's
indigenous peoples through the delimitation process. The Congress regime's
patronizing entry into the state dealt a body blow to indigenous peoples, who
    lost dominance in several LACs."

background:#F8F9FA">"We did approach the Election Commission of India with
a memorandum in which we did not oppose the delimitation process," BPF
Legislature Party leader Durga Das Boro remarked. Our request was to keep the
Kokrajhar HPC reserved for ST. In the draught suggestions, the ECI left the
seat reservation intact. With the addition of six BTR LACs, the ECI renamed the
Mangaldai HPC the Darrang HPC. Our request was for the establishment of an HPC
known as Udalguri, comprised of BTR LACs." Boro went on to say, "As a
general rule, districts in Sixth Schedule areas should not be included in HPCs
outside of the scheduled areas." The proposed Darrang HPC, on the other
hand, has five LACs of non-scheduled regions and six LACs of scheduled areas
(BTR). We are perplexed by the enormous number of LACs in this proposed HPC. We'd
like to have two HPC within the BTR." He also stated that the draught
proposals require extensive research. He stated that the BPF's opinions will
    influence the ECI.
