    Digital desk: The Criminal Investigation Department (CID) of Assam police has summoned Congress Legislature Party (CLP) leader Debabrata Saikia and state party President Bhupen Kumar Borah for the second time for questioning in connection with a clash that took place during Rahul Gandhi's Bharat Jodo Nyay Yatra in Guwahati.

    The incident occurred on 23rd January when a clash erupted in Guwahati as Congress' Bharat Jodo Nyay Yatra entered the city. Party workers broke police barricades in the presence of Rahul Gandhi and other senior Congress leaders. 

    The clash led to the registration of a case at Basistha Police Station, involving the violation of various laws during the road event of the Indian National Congress. Subsequently, the case was transferred to CID Assam for a thorough investigation, led by a Special Investigation Team (SIT) constituted by the Additional Director General of Police (ADGP) of CID Assam.

    Earlier, the CID had summoned Congress MLA Jakir Hussain Sikdar and another Assam Pradesh Congress leader for questioning in connection with the case. Debabrata Saikia received a notice from the CID under section 41A of the CrPC, and he is required to appear before the CID Police Station in Guwahati's Ulubari on March 6, while Bhupen Kumar Borah is summoned to appear on March 7.

    The CID has issued summons to Congress MLA Debabrata Saikia and Assam Pradesh Congress Committee president Bhupen Kumar Borah under various sections of the Indian Penal Code and the Prevention of Damage to Public Property Act, 1984, for investigation. The case has been registered under sections 120B, 143, 147, 283, 253, 332, 333, 188, and 427 of the IPC, along with section 3 of the Prevention of Damage to Public Property Act, 1984.

    Inspector of police of CID, Guwahati, Kaikhoseh Simte wrote, “You are directed to circumstances from you, in relation to the present investigation. Hence you are directed to appear before me at 11:30 AM on 23/02/2024 at CID police Station, Ulubari, Guwahati.”

    Responding to this, the Assam Congress said that they would appear before the CID as per the direction. However, they said that this was not required because none of the leaders mentioned in the summons were involved in any sort of vandalism.

    Debabrata Saikia in response to the notice said, “They have registered cases in different police stations across the state and are asking us to appeal. They have also formed a Special Investigation Team (SIT) and now CID has summoned us. They can put all the cases together and call us for interrogation."
