Digital Desk: Assam chief minister Himanta Biswa Sarma expresses hope that talks with the pro-talks faction of the United Liberation Front of Assam (ULFA-I) will culminate in a peace agreement by the end of May.
Talks are now underway, and the government provided a draft to the pro-talks ULFA team; however, if the draft is not accepted, the matter may be postponed. CM Sarma expects to sign the peace accord before the end of May.
The pro-talks faction of ULFA has confirmed receipt of the latest draft from the government but has emphasized the need for more discussion. For more than a decade, the government has held occasional conversations with the pro-talks faction, with little movement in a favourable direction. According to the chief minister, meetings with the ULFA (I) side are not progressing peace talks.
The pro-talks ULFA side has expressed concerns about the government's sternness in moving the peace talks forward, claiming that no discussion has occurred in the last two years and that there is no government mediator to push the process further.
They further assert that little progress has been achieved since the Narendra Modi government took office, despite the fact that negotiations were nearing completion under the time of former Prime Minister Manmohan Singh. The pro-talks faction claims that the hardliner ULFA (I) chief, Paresh Barua, is unlikely to join in negotiations until the talks with the pro-talks faction are completed.
