Desk: The Assam government has decided to broaden the
food security net by raising the income threshold for families from Rs 2.5 lakh
per year to Rs 4 lakh. This initiative was launched in order to allow more
worthy families to apply for new ration cards under the National Food Security
Act (NFSA) of 2013.

significant decision made at today's cabinet meeting is the establishment of
the Adivasi Welfare and Development Council, as per the Adivasi Accord agreed
on September 15, 2022. The council would be founded to realise political,
economic, and educational objectives; to safeguard, preserve, and promote
social, cultural, linguistic, and ethnic identities; and to ensure the rapid
and targeted development of Assam's Adivasi-inhabited districts.
color:black">Meanwhile, driving licences (DL) and registration certificates
(RC) will be fully digitalized beginning immediately. The Department of
Transportation will issue DL and RC in electronic, self-printable PDF format.
After three months, the QR-based Smart Card will be discontinued. The
digitalization process will provide efficient citizen-centric public service
delivery while saving time and money.
The Assam government has
also decided to pay the Doloo tea estate in Cachar district's families.
Compensation of Rs 1 lakh would be paid to each of the 1,496 casual labour
households of the Tae estate, and Rs 2.50 lakhs will be paid to each of the 173
families who will be displaced for the proposed Greenfield Airport.
The government has also
implemented the proposed transfer policy for officers/staff under Assam Secretariat
Services and Assam Secretariat Subordinate Service.
color:black">The following are the eligibility requirements for the annual
transfer:
color:black">• The Under Secretary/Deputy Secretary/Joint Secretary/Additional
Secretary's tenure in a department shall be three years.
color:black">• In a department, the tenure of a Section Officer/Assistant
Section Officer/Junior Administrative Assistant or Senior Grade Computer
Operator/Computer Operator shall be 5 years.
color:black">Sections 2 and 10 of the Assam Gratuity Act, on the other hand,
will be amended by the government. The phrase 'continuous service for one year
shall not be fewer than 240 days in a year' should be added to clarify how many
days of work by employees in a year would qualify them for continuous service.
