Digital Desk: The Meghalaya Cabinet updated various Office Memorandum on job reservations on June 27.
The Meghalaya Cabinet amended the following office memorandum today concerning job reservation:
1| The Office Memorandum (OM) of the Personnel Department on Reservation Policy and Reservation Roster was modified by Cabinet today.
Since the roster point in reservation would be observed, the memorandum that was published in 1972 regarding vacancies for STs and SCs—which stipulated that the number of openings announced has to be 9 or less for vacancies promoted for the potential communities—would no longer apply. This indicates that going forward, the number of openings announced will depend on the roster point rather than the number of openings itself.
2| The Cabinet has also updated an OM from 1974 on the positions earmarked for Garo categories; going forward, Garo candidates from within the State will fill any openings in the Garo category. In the previous OM, vacant positions might have been filled by Garos from outside the State.
3| The reservation roster for people with disabilities (PWDs) was also changed by the Cabinet, and as a result, the reservation for PWDs has been fixed as per a specific place in the reserve roster. The modification means that the prior OM is no longer valid.
4| Additionally, a new clause has been introduced to the OM of the Reservation Policy that applies to candidates applying for positions at the district level and requires that they be qualified in the district's native tongue.

Other choices made by the Cabinet include:
5| The proposal to alter the 2020 Meghalaya District Court Ministerial Service was also approved by the Cabinet. This will guarantee that services provided by District Courts cannot be transferred.
This modification grants the District Courts the authority to omit and repeal Rule No. 33, which deals with hiring. Additionally, it guarantees that the appointment follows the DSC's (District Selection Committee) rules.
6| The Cabinet also changed Schedule IV of the Meghalaya Delegation of Finance Power Rules 2006, ensuring that DGP/IGP/DIGP/SP will have financial authority following various categories.
7| The Cabinet also spent a lot of time talking about the urban department's goals and initiatives to increase mobility in Meghalaya's cities.
However, the Cabinet was made aware of various initiatives aimed at reducing traffic congestion in Shillong, building urban amenities like a skywalk in the city of Shillong, providing safe drinking water and developing recreational parks around the State.
