Government has constituted a One Man Inquiry Commission headed by Justice
(Retd.) Biplab Kumar Sharma, retired Judge of Gauhati High Court, Guwahati, to
inquire into the allegations of anomalies and malpractices in the conduct of CCE
2014 examinations by the Assam Public Service Commission (APSC).

the conduct of CCE, 2014,

color:#222222">2. Inquire into the entire process of selection of the
candidates and the role of the Chairman and other Members of APSC, including
the staff and candidates, and to fix the responsibility/fault/malpractice, if
any, accordingly,

color:#222222">3. Inquire into the system followed by APSC for the set of
questions for conducting CCE, 2014, including the qualifications, integrity,
and competency of the question setters and whether the question setters are
properly trained and briefed by the Commission; to enquire further whether the
APSC prepares panel of question setters and the modalities for selection of
question setters. To suggest improvement in the mode of selection and
preparation of the panel of dedicated question setters,

color:#222222">4. Inquire into the modalities adopted by the APSC to moderate
questions set for CCE, 2014, and whether clear distinction and differentiation
are there between question setters and moderators. Incidents in the past where
due to ambiguity in answer keys, corrective measures had to be taken by the
Commission to ascertain the fault on the part of question setters and ways to
eliminate any future possibilities of such situations,

color:#222222">5. Inquire and study the system followed by the Commission for
holding the viva-voce/interview of the candidates, making patterns under the
existing rules, and whether proper transparency is maintained during the
viva-voce/interview of the candidates appearing CCE, 2014.

color:#222222">The Commission will submit its report within 6 months from 20th
May 2022.
