Today, the war between Russia and Ukraine entered its 20th day. Even as Moscow's forces blasted Kyiv and other cities across the country in a punishing assault that the Red Cross described as "nothing short of a nightmare" for residents, Russia and Ukraine maintained a dangerous diplomatic road open with a new round of talks on Monday.
Meanwhile, the Russia-Ukraine conflict intensified with a Russian army bombing near the Polish border, killing 34 people. In addition, a US journalist was killed in Irpin due to the bombardment.
Martial law is the temporary imposition of the direct military authority of routine civil functions or the suspension of civil law by a government, particularly in a temporary emergency where civil forces are overwhelmed or in occupied territory.
The most recent round of negotiations, held by video conference, involved higher-level officials from both countries and was the first in a week.
After many hours of talks, the negotiators took a "technical stop" and intended to meet again on Tuesday, according to an assistant to Ukrainian President Volodymyr Zelenskyy.
Meanwhile, the city council reported that a convoy of 160 civilian cars left the encircled port city of Mariupol along a designated humanitarian route, offering a rare ray of hope a week and a half into the deadly siege that has pulverized homes and other buildings and left people desperate for food, water, heat, and medicine.
