    Guwahati: Speaker of the Lok Sabha Om Birla, expressing concerns over constant interruption and lack of decorum in parliament and state legislature, said that debate should not lead to deadlock. 





    Birla, the first Lok Sabha speaker to address the Assam assembly, added that although obstructing proceedings is unethical and unconstitutional, but is much distressing when such interruptions are organized.





    "Obstructing the House of Representatives' procedures is unethical and unconstitutional. Disruptions are frequently pre-planned rather than occurring naturally. Such behavior is much more upsetting." Birla said.

    Further, speaking to the Assam Assembly, he said that Debates and discourse are the foundations of democracy. However, the constant interruption of House deliberations and a lack of decorum is a source of worry.





    The Speaker recommended that political parties seat in a discussion over difficult subjects and guarantee that the House runs in a way that fulfills the people's expectations and dreams.





    Asking the legislators to fulfill the people's expectations, he said, "Disruptions and adjourning proceedings are not part of India's democratic traditions."





    "Parliamentary democracy binds a diverse country like India together and as the country celebrates 75 years of Independence, it is important to reassess the house's performance," he added.





    On Friday, Om Birla officially unveiled the Assam Legislative Assembly Digital TV at a ceremony in the legislature's central hall.





    Inaugurating it, Birla said, "Assam serves as a link between India's diversified North East and the rest of the country. Our democracy becomes even more durable as a result of this variety."





    He added that Assam is a thriving example of unity in diversity.





    During the inauguration event, Birla also remembered the noted personalities of Assam, including Lokopriya Gopinath Bordoloi and Bhupen Hazarika.
