Digital Desk: Amid total chaos and bedlam in the Lok Sabha on Friday, three bills were passed within minutes, which include the Mines and Minerals (Development and Regulation) Amendment Bill, 2023, which would allow the private sector to bid for mining important minerals such as lithium.
After the three bills were passed, the Lok Sabha was adjourned for the day till July 31.
The other two bills were the National Nursing and Midwifery Commission Bill, 2023, and the National Dental Commission Bill, 2023.
While the Mines and Minerals (Development and Regulation) Amendment Bill, 2023, was passed with little discussion, the other two bills were clubbed together and passed without debate.
Even as the opposition continued to protest by jumping into the House well, seeking Prime Minister Narendra Modi's response to the Manipur violence and his presence in the House, the government first introduced the IIM (Amendment) Bill, and then three bills were passed within half an hour.
Opposition members engaged in sloganeering and called the passing of bills, despite the fact that a no-confidence motion had been moved in the House as "illegal" and "a fraud on the Constitution."
Adhir Ranjan Chowdhury, the Congress leader in Lok Sabha, was spotted gesticulating angrily from his seat, while Sonia Gandhi sat silently watching the chaos.
While piloting the Mines and Minerals (Development and Regulation) Amendment Bill, 2023, Coal, Mines and Parliamentary Affairs Minister Pralhad Joshi described it as a "game changer."
To avoid the protesting MPs, Joshi and Health Minister Mansukh Mandaviya both went to the back benches when their respective bills were being passed.
The Mines and Minerals (Development and Regulation) Amendment Bill of 2023 will allow the private sector to bid for important minerals such as lithium.
A few of the key minerals on the list have been brought under the proposed amendment, which will allow their extraction by private entities.
Moreover, the proposed amendments will allow the central government to auction these minerals, with the royalty going to the states.
In the bill, it is proposed to omit six minerals, namely Beryl and other beryllium-bearing minerals, Lithium-bearing minerals, Niobium-bearing minerals, Titanium bearing minerals and ores, Tantallium-bearing minerals and Zirconium-bearing minerals and ores from the list of critical minerals.
Once these minerals are removed from the list, the private sector will be able to explore and mine them.
As a result, the country's exploration and mining of these minerals is likely to grow dramatically.
The National Nursing and Midwifery Commission Bill, 2023, provides for the regulation and maintenance of standards of education and services provided by nursing and midwifery professionals, the assessment of institutions, the maintenance of a National Register and State Registers, and the creation of a system to improve access, research and development, and the adoption of the latest scientific advancements.
The National Dental Commission Bill, 2023, will regulate the dental profession in the country, provide excellent and cheap dental education, and make high-quality oral healthcare accessible.
