    Digital Desk: Swati Maliwal, the chief of DCW, said on Sunday that she would be going to Manipur, which is riddled with conflict, despite the state administration reportedly refusing to give permission. On Saturday, the head of the Delhi Commission for Women (DCW) claimed that she had been denied permission to travel to Manipur to meet with sexual assault victims. Earlier on Sunday, Ms. Maliwal claimed in a tweet that she had written to N Biren Singh, the chief minister of Manipur, requesting an urgent meeting during her visit. By noon, she is expected to arrive in Imphal.

    "Manipur Govt recommended I consider postponing my visit due to law and order situation. After deliberation on their suggestion, have decided to fly to Imphal as planned. Sought time from Manipur CM. Will meet him & request him to come along to visit the sexual assault survivors," Maliwal tweeted.

    Maliwal also shared a copy of a letter she wrote to the chief minister of Manipur on Sunday, pleading with him to make arrangements for her visit while assuring him that she would not take any actions that might endanger the state's administration.

    "I seek an urgent meeting with your hon'ble self to discuss the extremely pertinent issue of the human rights violations and sexual assault cases occurring in Manipur... Several Manipuri women have come to Delhi to escape the ongoing violence in the state. I wish to discuss issues regarding their welfare as well with your hon'ble self," she said in the letter.

    She also requested the Chief Minister's assistance in going to the relief camps for victims of violence where the sexual assault victims are presently staying.

    She stated, "I request you to give officers directions to make my visit easier. In my capacity as a fellow citizen of this nation and the leader of a statutory organisation tasked with defending the rights of women and girls, I humbly urge your honourable self to join me in helping the sisters of Manipur. During my visit to the state, I promise that I won't do anything that will cause trouble for your government."

    "I assure you to do everything in my power to assist the Manipur Government in fulfilling its responsibility to uphold the rights and dignity of the state's women and girls," she said.

    Maliwal claimed that the nation has been horrified by the video of the inhumane acts committed against women and girls in Manipur, and she wished to check on them and offer support. The director of DCW said that about her visit to the state to speak with sexual assault survivors, she had written to Mr. Singh on July 20 and the chief of the Manipur Police on July 21.

    "A letter dated 21.07.2023 was sent to DM Imphal, who forwarded the same to the Joint Secretary (Home) with the request to provide the necessary support to the undersigned (Ms Maliwal) and her team. The DM also gave us the contact numbers of the Joint Secretary (Home) who confirmed to us that we can travel to Manipur, and he shall provide the necessary support to us in visiting the relief camps. Subsequently, we planned our travel to Imphal," Maliwal said in the letter.

    She continued, "But then suddenly, we received an email from the Joint Secretary (Home) asking us to think about delaying our visit in light of the present law and order situation in Manipur." On May 4, two women were paraded in the state's Kangpokpi district naked, according to officials. Five men have been arrested by the Manipur Police, and a minor has also been taken into custody.
