Digital Desk: Jitendra Narain, a senior IAS officer and former chief secretary of the Andaman and Nicobar Islands, was accused of raping a lady in Port Blair, and the government suspended him on Monday with immediate effect.
According to a statement from the Union home ministry, Narain, who is now serving as the chairman and managing director of the Delhi Financial Corporation, was suspended after Union Home Minister Amit Shah ordered immediate severe action against him.
According to the ministry, the government is dedicated to ensuring that all officials, regardless of their rank or status, exercise complete restraint, particularly in cases compromising women's dignity.
The Andaman and Nicobar Police submitted a report to the ministry on Sunday detailing the alleged sexual assault of the 21-year-old lady by Narain and others while he was the archipelago's chief secretary.
Narain, an IAS from the AGMUT cadre of the 1990 batch, may have engaged in serious misconduct and abused his position as a result of the report, and Shah immediately ordered harsh legal action against the officer in question.
In response to the claim, a Special Investigation Team led by a Senior Superintendent of Police has been established for an investigation, and a case has been opened at the Aberdeen police station.
The Andaman and Nicobar Police's Special Investigation Team has filed an FIR and is acting independently in the criminal investigation.
According to the woman's allegations, she was gang-raped by two government employees in the Andaman and Nicobar Islands at his official residence, including the former chief secretary.
The woman said that R L Rishi, the Labour Commissioner, was the other officer who participated in the rape and that they committed the alleged crime again.
When approached, Narain responded that "the subject is sub judice" and that he was unable to comment.
The woman reported the incident to the police on August 21 and provided a full account of the alleged sexual assaults that she allegedly suffered twice, in April and May. She also asked that the CCTV footage from the home of the former chief secretary be preserved as proof.
Additionally, she has asked for a Test Identification Parade (TIP) of the workers present at the official's home.
In accordance with section 164 of the Criminal Procedure Code (CrPC), the complainant also recorded her statement in front of the chief metropolitan magistrate outlining the charge.
The woman claimed to be looking for work and was introduced to Rishi by a hotelier who allegedly drove her to Narain's home.
The woman stated that she was offered alcohol at Narain's home but she turned it down.
The woman also claimed that the assault was repeated when she was summoned back to the chief secretary's home two weeks later.
She claimed that instead of receiving the promised government post, she was threatened with severe repercussions if she told anyone about it.
According to authorities, she reportedly reported a local journalist and a police officer for allegedly leaking information about the case and giving hints about her identity.
Sources claim that Narain began serving as the Andaman and Nicobar Island's chief secretary in March 2021.
