A formal statement was released by the Manipur Home Department, expressing worries about possible social media usage and anti-social elements disseminating hate speech, hate imagery, and hate videos. The administration conveyed concern that these elements would inflame popular resentment and pose a major risk to Manipur's peace and order situation.
In addition, the government expressed concerns about the "imminent danger of loss of life and/or damage to public/private property, and widespread disturbances to public tranquilly and communal harmony, as a result of inflammatory material and false rumours, which might be transmitted/circulated to the public through social media/messaging services on mobile devices, SMS services, and dongle services, especially in light of the recent incidents of violence in some parts of the state."
The Manipur government decided to suspend mobile internet and data services for an additional three days, until November 8, considering the circumstances.
The state government will investigate the prospect of opening mobile towers on a trial basis in district headquarters that have not been impacted by the existing law-and-order situation, according to a notification made by commissioner (home) T Ranjit Singh. If successful, additional locations where the security situation has improved will also implement this measure.
Since ethnic violence in Manipur began on May 3, over 180 people have died and several hundred have been injured.
Following the violence, Manipur banned mobile internet usage. On September 23, the mobile internet service was brought again after several months. But four days later, limits were put in place once more as students and security personnel fought over pictures that appeared to show the bodies of two young people who had gone missing.
