Digital Desk: Assam chief minister Himanta Biswa Sarma on Wednesday announced that a chief secretary-level inquiry will be conducted into the death of Dipankar Gogoi, the Titabor who died by suicide on Tuesday (December 26).
This occurred after GariKuri Brinasayak Gaon resident Dipankar Gogoi, 24, committed suicide after being questioned by the police on his alleged links to the United Liberation Front of Assam-Independent (ULFA-I), an organization that is banned. Following a grenade explosion in Jorhat on December 14, an investigation was conducted.
"The Government of Assam will institute an additional Chief Secretary-level inquiry into the death of Mr. Dipankar Gogoi, son of Mr. Khagen Gogoi, from GariKuri Brinasayak Gaon, Titabar on 26/12/23. The inquiry will be concluded within 30 days," wrote Chief Minister Himanta Biswa Sarma on X.
Gyanendra Pratap Singh, the director general of police (DGP) of Assam, said via X on Tuesday that the Assam Police headquarters had launched an inquiry into the incident.
According to the Assam DGP, the investigation will be carried out by IGP Eastern Range and will entail a detailed study of the procedural aspect as well as an analysis of the police station's CCTV footage, medical examination results, etc.
He wrote on X, "Reference suicidal death of Dipankar Gogoi@Tiseng of Titabor Jorhat a day after questioning relating to recent grenade blast at Jorhat - An enquiry has been ordered by @assampolice Hq to be conducted by IGP Eastern Range into the incident, including the procedural part, analysing the CCTV footage of police station, contents of report of medical examination at the time of release after questioning etc. Assam Police remains committed to follow procedures as laid down in law while taking action against criminal and terrorist activities."
It should be mentioned that Dipankar Gogoi was discovered hanging from a tree in the tea garden located behind his residence. Allegations against the police have been made by his father, Khagen Gogoi.
After surrendering himself to the authorities five years prior, he claimed that his son was no longer a member of the banned militant group ULFA-I. He went on to accuse the police of torturing their captives inhumanely, subjecting them to physical and psychological abuse that his son was unable to handle, and ultimately drove him to take his own terrible life.
Conversely, Dipankar had voluntarily come before the police after being called in relation to the case, according to Titabar sub-divisional police officer (SDPO) Kakoli Patgiri, who denied the families' allegations.
In addition, she denied any allegations of torture, stating that Dipankar Gogoi was released following a check-up at the Titabor sub-divisional civil hospital.
Furthermore complicating the storyline around the situation is the medical examination report's finding that Dipankar Gogoi had no visible signs of trauma.
