Digital Desk: The Election Commission of India (ECI) released a draft proposal today for the delimitation of Assembly and Parliamentary Constituencies in Assam, as required by Section 8-A of the Representation of the People Act, 1950. Section 8 A of the R. P. Act, 1950, read with Section 9 (1) (c) and (d) of the Delimitation Act, 2002 (33 of 2002), and Articles 82, 170, 330, and 332 of the Indian Constitution were followed in the delimitation procedure. Assam's last delimitation process took place in 1976.
The Commission will return to Assam in July 2023 to hold a public hearing on the draft plan.
The Press release stated that the number of Assembly seats has been kept at 126, while the number of Lok Sabha seats has been kept at 14.
When the Commission previously visited in March of this year, it heard representations from 11 political parties and 71 organisations.

STs have 19 Assembly seats and 2 Parliamentary seats reserved; SCs have 9 Assembly seats and 1 Parliamentary seat reserved.
According to Articles 170 and 82 of the Constitution, all Assembly and Parliamentary Constituencies in the State are to be delimited based on the 2001 Census.
Furthermore, the Press release states that Articles 170 and 82 mandated that the number of members in each State's Legislative Assembly and the allocation of seats in the House of People to the States should not be changed until the appropriate numbers for the first census taken after 2026 are released.

It may be mentioned that the Commission earlier visited Assam from 26.3.2023 to 28.03.2023 and met with political parties, public representatives, civil societies, social organisations, members of the public, and officers of the administration in the state, including the Chief Electoral Officer, Deputy Commissioners of all Districts of the State, and District Election Officers, to discuss the delimitation exercise in the state. In total, representations from 11 political parties and 71 other organisations were received and examined.
The Commission, led by Chief Election Commissioner Shri Rajiv Kumar and Election Commissioners Shri Anup Chandra Pandey and Shri Arun Goel, is scheduled to visit Assam in July 2023 for another public hearing on the draft plan.
