     The Cabinet also introduced key reforms to support unemployed graduate and diploma engineers by easing pre-qualification criteria for government project bids.

    Digital Desk: The Assam Cabinet approved  the building  of EdTech Skills University and Maa Kamakhya National University as private institutions for improving higher education and skill development throughout Assam. The educational institutions have been designed to deliver industry-oriented education together with research capabilities.

    Prior to establishing any private university, the Cabinet requires security clearance according to the recent amendments to the Assam Private Universities Act 2007. Additionally, the amendments also established specific operational limits that distinguish private universities from specialized educational bodies as they must follow state education guidelines.

    To enhance industrial development the Cabinet approved an Assam Electronics System Design & Manufacturing (ESDM) Policy that seeks investment for electronics manufacturing while building domestic production strength.

    Under new reforms the Cabinet introduced changes to pre-qualification criteria for government project bidding which benefited unemployed graduate and diploma engineers. All bidders need their value of net worth to equal at least 35% of the NIT monetary worth yet they can participate in a Special Joint Venture (SJV) when their individual financial criteria cannot satisfy the requirement. Major construction equipment with technical support services will be available to participants who belong to this category.

    The Cabinet gave its approval for Engineered Bamboo Composite Materials to be added to the Schedule of Rates (SOR) as per PWD (Building and National Highways). This move aims to both develop the bamboo industry and foster sustainable construction. The implementation of bamboo-based materials at the 5% minimum mark is mandatory for new public buildings as an initiative to boost sustainable infrastructure construction.
