In a significant directive aimed at bolstering stability within the state's higher education sector, the Assam government has moved to permanently retain all teaching and non-teaching posts that were established under the Assam Venture Educational Institutions (Provincialisation of Services) Act, 2011, and its 2013 amendment. This decision ensures that these positions, integral to the functioning of provincialised colleges, will continue as sanctioned posts under the Higher Education Department.
The notification, issued by the Higher Education Department, follows a crucial Cabinet decision made on July 10, 2026, and has come into immediate effect. Authorities have clarified that these retained posts are not to be considered personal appointments but rather permanent fixtures within their respective colleges. This means the positions will remain in existence even after an incumbent retires, resigns, passes away, or vacates the role for any other reason.
Further reinforcing the government's commitment to systematic recruitment, the directive states that all future vacancies arising in these permanently retained posts will be filled by the government. This process will strictly adhere to prevailing recruitment rules, statutory provisions, and established government policy. The move is designed to ensure a consistent and transparent mechanism for staffing educational institutions across the state.
Officials also clarified that the permanent retention of these posts will not create an additional financial burden on the state exchequer. Additionally, the government has indicated that any teaching or non-teaching positions identified as redundant due to shifts in student enrolment, rationalisation drives, or administrative reorganisations will be addressed appropriately, ensuring efficient resource management within the higher education system.
