The accused has been identified as Akom Yomto Dango, a resident of IG Park in Itanagar. He is originally a native of Laigi village, whose home district is Dumporijo Police Station, Upper Subansiri.

The incident came to light following a complaint lodged by the survivor, which led to the registration of a Zero FIR on June 13, 2025, at Bordumsa Police Station. The victim of the massacre was a domestic worker at Dango’s residence for the past two years.

In her complaint, the woman alleged that Dango had engaged her in a process of constant sexual harassment and rape despite her begging and requesting him to stop. According to the survivor, the abuse was sustained through threats, intimidation, and manipulation aimed at silencing her.
