New Delhi, July 23: India is set to embark on an ambitious programme to scientifically close 147 coal mines over the next two to three years, marking a significant strategic shift in how the nation views and executes mine rehabilitation. This initiative aims to transform mine closures from mere operational endings into catalysts for new opportunities for local communities and sustainable development.
Union Minister of Coal and Mines, G Kishan Reddy, underscored that scientific mine closure is not just a regulatory requirement but a national priority, integral to the 'Viksit Bharat 2047' vision. The government's new philosophy places people and environmental sustainability at the heart of these efforts. This follows a period where 42 coal mines have already undergone scientific closure, with 33 of these completed in the past year alone.
To facilitate this extensive undertaking, the Ministry has established a robust framework, including the RECLAIM Framework, the SUVIKALP digital platform, and the ARTHA Framework. Furthermore, District Collector-led Mine Closure Advisory Committees have been instituted, and the upcoming Mine Closure Guidelines, 2025, are designed to embed sustainability and community well-being into every stage of the process.
A notable aspect of this new approach is the allocation of 25 per cent of the approved mine closure cost specifically for community development. This commitment is projected to unlock an investment potential of nearly Rs 10,000 crore over the coming decade, directly benefiting regions impacted by mining activities. Minister Reddy shared these details during the launch of 'AAROH: Annual Report on Mine Closure...', highlighting the comprehensive strategies now in place.
