As Upper Assam grapples with devastating floods that have claimed at least 21 lives, focus has increasingly shifted towards Nagaland and its upstream areas. The severity of the inundation, particularly in districts like Sivasagar, Jorhat, and Charaideo, is being linked to the rapid swelling of the Dikhow and Desang rivers, both of which originate in the Naga Hills.

Assam's Chief Minister Himanta Biswa Sarma stated that the flood situation intensified significantly following what he described as an "unprecedented cloudburst" upstream in Nagaland. This event, according to the Chief Minister, led to water levels not witnessed in over five decades across the affected regions.

However, this assessment has met with a differing perspective from meteorological officials. A senior official from the India Meteorological Department’s centre in Kohima noted that while heavy rainfall was recorded, with Mon district registering 137 millimetres, the term "cloudburst" might not accurately describe the event based on their observations. This divergence in assessment highlights a critical point of discussion regarding the precise nature of the weather phenomenon contributing to the crisis.

Beyond the meteorological debate, the unprecedented scale of the disaster has also brought to light questions regarding inter-state coordination for disaster preparedness and response. As both states share river systems, effective communication and collaborative strategies are essential to mitigate the impact of such natural calamities.

Authorities continue to monitor the situation closely, with relief and rescue operations underway in the hardest-hit areas of Upper Assam, while the discussion around upstream factors and inter-state management continues.
