The late Justice N. Ibotombi Singh of the Gauhati High Court, who had earlier served as the first Advocate General of Manipur, and N. Gomati Devi were all born on March 1st, 1963, in Imphal, Manipur.
Digital Desk: The Ministry of Law and Justice has named Justice Nongmeikapam Kotiswar as the acting chief justice of the Gauhati High Court.
Following the authority granted by Article 223 of the Indian Constitution, the President is pleased to nominate Justice Nongmeikapam Kotiswar Singh, the senior-most puisne Judge of the Guwahati High Court, to carry out the responsibilities of the office of that High Court's Chief Justice, effective January 12, 2023, following the retirement of Justice Rashmin Manharbhai.

He completed his education at Ramakrishna Mission Vidyapith in Purulia, West Bengal, and a Pre-University Course in Science at St. Anthony's College in Shillong before earning a B.A. (Hons.) in Political Science from Kirori Mal College, Delhi University, in 1983. In 1986, he enrolled as an advocate and graduated with a law degree (L.L.B.) from Delhi University's Campus Law Center. A six-month "Commonwealth Young Lawyers' Course" was also offered at the University of London in 1992, and he attended that as well.
After a brief stint practicing in the Indian Supreme Court, he moved to the Gauhati High Court, which at the time was the common High Court for Assam, Nagaland, Meghalaya, Manipur, Tripura, Mizoram, and Arunachal Pradesh. Additionally, Kotiswar practiced law in the Manipur Subordinate Courts as well as the Central Administrative Tribunal in Guwahati.
In addition, he served as the Standing Counsel for several government agencies, the Government of Manipur, and other institutions and public undertakings. It also appeared before the Manipur Commissions established by the Commission of Inquiry Act of 1952.
