Digital Desk: The Assam Cabinet made several significant decisions concerning the welfare of OBC communities, the promotion of wood-based industries, and so on.

The key decisions are as follows:

 

·         Basundhara 2.0

·         • Settlement of Annual Patta (AP) land areas that have previously been transferred from the original AP Holder to an eligible owner by granting Periodic Patta (PP) in accordance with the Land Policy, 2019, with the intention of conferring permanent, heritable, and transferable rights to the PP Holder.

·         • Settlement of Village Grazing Reserve (VGR) and Professional Grazing Reserve (PGR) land as PP land to selected categories of eligible occupants (after de-reservation of VGR/PGR and reservation of equivalent quantum of land as VGR/PGR).

·         • Occupancy tenants (Rayats) are granted ownership rights under the Assam (Temporarily Settled Areas) Tenancy Act, 1971.

·         • Settlement of government 'khas' land and 'ceiling surplus' land to eligible individuals in accordance with the Land Policy, 2019.

·         • Providing tribal people with permanent, heritable, and transferable rights through the settlement of their inherited land up to 50 bighas in the 2019 Land Policy Relaxation

·         • Land settlement for special cultivation (tea, coffee, rubber, etc.) to indigenous growers in accordance with the 2019 Land Policy

·         • Implementation of e- Khazana for the online transaction of land revenue, local taxes, and other fees

·         • Implementation of Auto-mutation throughout Assam for Composite Land Transfer Amending Land Policy to Strengthen Mission Basundhara

·         • Amendment to Land Policy, 2019 to include definitions of indigenous people, generation, hereditary land, provisions for tribal community hereditary land settlement, and settlement of VGR and PGR land to eligible occupiers as a one-time measure under Mission Basundhara 2.0 with effect until December 31, 2023, and restructuring Sub Divisional Land Advisory Committee.

·         • As a one-time measure, rationalization of premium rates for land settlement in Guwahati city, municipal and revenue towns, and rural areas for both homestead and ordinary cultivation purposes.

·         • Authentication via Aadhaar for land-related services

·         • Circle Officers will be relieved of all non-statutory duties, such as law and order, elections, disaster management, census, and so on, in order to ensure the quality and timely delivery of Mission services.

·         • Approximately 7328.19 cr has been approved for Mission implementation.

·         • The first phase of Mission Basundhara's ten services will be continued through the Assam Right to Public Services portal.

·         Moran and Matak communities benefit

·         • Moran (SI No. 14) and Matak (SI No. 33) communities receive separate enlistment in Assam's OBC list.

·         • Moran and Matak communities are currently listed together at SI No. 14 'Limbu': • The name "Lihu" has been changed to "Limbu" in the Assam OBC list as well as the Central list.

• It was done with the understanding that, while the Lihu community is listed as a sub-caste of the Nepali community in Assam's OBC list, there is no "Lihu" sub-caste within the Nepali community.

'Bhujel,' a Nepali Community sub-caste

• "Bhujel" will be recognized as a sub-caste of the Nepali community in Assam's OBC list.

• This will ensure the socioeconomic development of the Bhujel sub-caste, which has the same status as the Nepali community's Rai, Limbu, Magar, Thapa, and Gurung sub-castes.

Filip to Wood-Based Industries •

Enactment of Assam Wood Based Industries (Promotion and Development) Rules, 2022

 • Wood Based Industries (WBIs) to be classified as Primary, Secondary, and Composite WBIs

• Primary and Composite WBIs require licenses and must be located within Industrial Estates

 • Secondary WBIs require registration and do not need to be located within Industrial Estates Any order of the SLC/Registration Committee may be appealed to the Government of Assam.
