Guwahati: Assam's Social Audit Unit (SAU), established with the crucial mandate of ensuring transparency and accountability in rural development schemes across the state, is grappling with severe operational and governance deficiencies, according to a recent report by the Comptroller and Auditor General (CAG) of India. The audit, focusing on 'Local Bodies' for the period ending March 2024, paints a concerning picture of the unit's functioning.

A primary concern highlighted by the CAG report is the SAU's invalid registration under the Societies Act, which has remained expired since December 2019—nearly five years. This critical lapse is attributed to infrequent meetings of its Governing Body, which are essential for approving budgets and certifying annual accounts. The audit underscored that such a significant shortfall in holding regular governing body meetings points to a fundamental deficiency in monitoring mechanisms at the government level.

Furthermore, the report noted that the SAU continues to operate without a finalized manpower policy, despite proposals dating back to August 2017 and subsequent review by the Finance Department. This protracted delay has resulted in a substantial shortage of personnel, particularly crucial field staff, which inevitably impacts the unit's ability to effectively carry out its mandate. The CAG has strongly recommended that Governing Body meetings be convened at stipulated intervals to ensure timely budget approvals, account certifications, and robust oversight of the SAU's activities.

The findings underscore the urgent need for corrective measures to strengthen the SAU, a body vital for safeguarding public funds and ensuring the proper implementation of development initiatives in rural Assam.
