  • India's first digital census, slated for 2027, introduces new data collection methods, but its successful implementation in Assam will critically depend on effective enumeration within the state's vast and diverse rural areas

India is gearing up for its most ambitious population count yet with Census 2027, marking a significant departure from previous exercises as it transitions to a predominantly digital format. For the first time, enumerators will leverage mobile applications for data collection, while citizens are also being offered an optional online portal for self-enumeration. Despite this technological leap, government officials have affirmed that traditional house-to-house visits will continue, underscoring a commitment to ensure that no household, particularly those lacking internet access or digital literacy, is excluded from the nationwide count.

This digital transformation holds particular resonance for Assam, a state where the majority of its populace resides in rural settings. According to the Assam government’s Statistical Handbook, the 2011 Census revealed that a significant 85.90 per cent of the state's population lived in rural areas, compared to just 14.10 per cent in urban centres. At that time, Assam was home to over 26,000 villages and accounted for more than 64 lakh households, highlighting the sheer scale of the rural enumeration task.

The success of the digital census in Assam will, therefore, largely hinge on the efficacy and quality of data collection in these rural pockets. The state's villages are far from uniform; while some benefit from robust road and mobile network connectivity, many others are situated in geographically challenging locations such as flood-prone regions, remote river islands, dense forests, hilly terrains, and distant border areas. Navigating these diverse landscapes with new digital tools, while ensuring comprehensive coverage and accuracy, will be the ultimate test for the 2027 census in Assam.
