According to an official release from the office of the Deputy Commissioner of Police, Traffic, Guwahati, the limitations were enforced to ensure public safety and to allow emergency vehicles unimpeded passage.

The limits will go into force on May 25, 2023, during the visit of the home minister, according to the announcement.

The notification stated, "To ensure the safety of the public, particularly vulnerable road users such as children, students, women, senior citizens, and differently abled persons on the road, and to allow free passage to emergency vehicles such as ambulances, fire tenders, etc., the following restrictions on vehicle movement shall be imposed on 25 May, 2023 during the Hon'ble Union Home Minister's visit to Guwahati."

The following restrictions will be imposed, according to the notification:

It should be noted that Union Home Minister Amit Shah will be visiting Assam and will take part in a significant programme on May 25 in Guwahati, where the state government plans to distribute 45,000 appointment letters to newly recruited youths across various government departments.

During his visit, Amit Shah will also lay the groundwork for the National Forensics Science University in Guwahati.

The distribution of employment letters to freshly recruited employees was originally slated for May 11, but due to the political and social situation in the nearby state of Manipur at the time, it had to be postponed to May 26.

Later, the date for distribution of appointment letters was again rescheduled and preponed to May 25.
