Sonia Gandhi, the President of the Congress, and Rahul Gandhi both stated that the party needed to "reconnect" with the populace and rebuild its structure by interacting with its most important constituency, the karyakartas (party workers).

Rahul Gandhi interacts with Congress members across the nation through a variety of initiatives, in addition to reaching out to the general public. He will engage with our party members, whether it is in Delhi, Gujarat, or even on the Bharat Jodi Yatra, according to a member of the Congress Working Committee (CWC).

 At the "Mehangai Par Halla Bol" rally in Ramlila Maidan in Delhi, Congress members made it very clear who they regarded as the party's leader. At the gathering, there were many banners that read, "We want Rahul Gandhi as INC President."

 Rahul Gandhi stated in his address that the workers were babbar shers (lions), but according to the workers, Rahul Gandhi is the "true babbar sher."

 At Congress's 84th plenary meeting on March 19, 2018, Rahul Gandhi delivered his presidency speech to raucous applause from thousands of party members assembled at the (IGI) stadium in Delhi. In his speech, he made note of how dedicated party members were denied tickets while "parachuted candidates" were given the opportunity to run for office.

Gandhi has made it known time and time again that he wants to make room for party members.

 Finally, a comprehensive discussion of this "hot" subject took place at the Congress' Nav Sankalp Shivir in Udaipur in May 2022. The vision paper, which outlined the ways in which the party will develop grassroots workers, received the thumbs-up from the Congress Working Committee (CWC), the highest-ranking decision-making body of the party.

The Udaipur Declaration claimed that "the workers at the grassroots are the actual strength of Congress."

 The Udaipur proclamation addressed the topic of "tickets" and said unequivocally that "Beginning with the 2024 Lok Sabha elections, half of the tickets for Parliament, state legislatures, state councils, and other electable seats shall be provided to persons below 50 years of age."

 The statement said, "The Public Insight Department will conduct a scientific examination of the workers' and leaders' performance. This will make it possible for the Congress Election Committee to take into account workers when distributing tickets.

  • The document recommended that the concepts of "one family, one ticket" and "one individual, one post" be put into practise, noting that this is done to limit the tenure of a position so that fresh people have a chance.
  • The following further actions, as per the Udaipur proclamation, will be implemented by the party during the next few days:
  • Within the organisation, 50% of the positions should be held by people under the age of 50.
  • The retirement age for all elected positions, including those of MP, MLA, and MLC, should be capped.
  • In future Congress-led administrations, 50% of political appointments should go to those under the age of 50.
  • Party workers will receive training on party policies, ideology, the party's vision, government programmes, and current political issues.

People over the age of 50 should be used to build the party organisation.
