NRL will now be qualified to get the title of Navratna, which will result in greater financial autonomy, as a result of the upgrade to Schedule A.

Digital Desk: The Government of India has upgraded Numaligarh Refinery Limited (NRL) from Schedule B to Schedule A CPSE. 

This is an important turning point for NRL. On July 4th, 2023, the Ministry of Petroleum and Natural Gas announced the upgrade to Schedule A. This promotion to Schedule A honours NRL's excellent financial results, operational effectiveness, and commitment to the regional economic growth of the Northeast.

NRL is one of India's top 20 CPSEs in terms of both sales revenue and profitability. In terms of distillate yield, specific energy usage, and gross refining margin among Indian PSU refineries, NRL is regarded as a model refinery with good performance. To establish its global influence, NRL started exporting petroleum products to the adjacent nations and catalyzed the promotion of the Act East Policy of the Indian government.


Currently executing a massive refinery expansion project to quadruple its refining capacity to 9 MMTPA and establishing a transnational crude oil pipeline from Paradip in Odisha, NRL is the largest refinery in Northeast India with a capacity of 3 million metric tonnes per annum (MMTPA). One of the largest investments in the oil and gas industry, NRL is now putting projects into action in the region that will cost 35,000 crores of rupees.

NRL will now be qualified to get the title of Navratna, which will result in greater financial autonomy, as a result of the upgrade to Schedule A. This will enable the company to take on more substantial and intricate projects and make quick decisions regarding the formation of joint ventures, strategic partnerships, and special-purpose entities for strategic growth.

The promotion to Schedule A will be crucial to the nation's ongoing energy transition mission in the oil and gas sector and will provide a considerable boost to NRL's efforts to achieve net zero targets.
