Sivasagar district faced an unprecedented disaster on July 19, with authorities having a mere three hours to respond before flash floodwaters from Nagaland's hills overwhelmed local rivers, according to District Commissioner Mridul Yadav. The rapid onset, described as a “flash flood,” unfolded too quickly for conventional disaster protocols, exacerbating one of the worst deluges in the district's history.
Mr. Yadav revealed that the India Meteorological Department (IMD) had issued no warning regarding extremely heavy rainfall that could have indicated the impending scale of the disaster. The gravity of the situation became apparent to the Sivasagar administration around 12:30 pm on July 19, when a crucial call came from the Deputy Commissioner of Mokokchung in Nagaland.
The Mokokchung official reportedly sought immediate assistance with boats for rescue operations, informing Sivasagar authorities that several villages on the Nagaland side were already submerged due to the rapidly rising levels of the Jhanji River. This sudden inundation on the upstream side left Sivasagar with extremely limited time to prepare or mobilize effective pre-emptive measures, leading to rescue teams being cut off as waters surged.
The incident underscores the critical challenges posed by sudden, unpredicted natural calamities originating from upstream regions, particularly when traditional warning systems fail to provide adequate lead time for response.
