The Indian Express quotes Sub-Inspector RK Dhulkar as saying, "The accused Nikhil Shah had discreetly taken an ink pen with him during the protests. "While Congress members were protesting at the gate, Shah threw ink at a hoarding of Prime Minister Modi and Chief Minister Patel. He was detained without delay.

Shah was officially detained on Saturday and accused of breaking both Section 505 1(b) of the Indian Penal Code and the Prevention of Damage to Public Property Act (committing an offense to provoke public anxiety).

According to the Gujarat Police, the demonstration of Congress supporters in Bharuch was unlawful.

On Saturday, Shah was formally taken into custody on charges of violating Section 505 1(b) of the Indian Penal Code as well as the Prevention of Damage to Public Property Act (committing an offense to provoke public anxiety).

Shah did not throw ink at the protest banners, according to Parimalsinh Rana, the chairman of the Bharuch district Congress Committee.

Rana questioned The Indian Express, "So why was he detained?" "It is clear that the police are intimidating party members in order to undermine their morale. Police are being used by the state administration to repress members of Congress.
