Digital Desk: Today, After nearly a year of President’s Rule, senior BJP leader Yumnam Khemchand Singh, took oath as the new Chief Minister of Manipur at Lok Bhavan.

 

The oath-taking comes after former Chief Minister N Biren Singh resignation  2025, amid mounting criticism over his government’s handling of the ethnic violence between the Meitei and Kuki communities, which erupted in May 2023. Following his resignation, President’s Rule was imposed in the state.


Singh will be assisted by two Deputy Chief Ministers, representing Manipur’s diverse communities—one from the Kuki-Zo community and another from the Naga community. Kangpokpi MLA Nemcha Kipgen has been appointed as one of the Deputy Chief Ministers.

Aged 62, Khemchand Singh belongs to the Meitei community and is a trained engineer.


He previously served as the Municipal Administration Minister in the Biren Singh-led government and had emerged as a strong contender for the Chief Minister’s post in 2022.

President’s Rule Revoked


Earlier in the day, the Ministry of Home Affairs issued a notification revoking President’s Rule in Manipur with immediate effect. As per a proclamation published in the Gazette of India (Extraordinary), President Droupadi Murmu revoked the proclamation issued under Article 356(2) of the Constitution on 13th  February , 2025.


The fresh proclamation, signed on 4th  February , 2026, states that President’s Rule in Manipur stands withdrawn with effect from the same day. The earlier imposition followed a report from the state’s Governor citing a breakdown of constitutional machinery.


The oath-taking ceremony was attended by BJP legislators, senior party leaders, and top NDA functionaries in Manipur.


Personal Background


Outside politics, Khemchand Singh is known for his passion for martial arts. He became the first Indian to receive a 5th Dan black belt in traditional Taekwondo, awarded by the Global Traditional Taekwondo Federation in Seoul last year.
