Digital Desk: Beoncy Laishram, the Northeast’s first transgender doctor, achieved another historic milestone as the Manipur High Court granted her the right to update her academic and professional certificates to reflect her female identity. Such a landmark ruling was passed by Justice A. Guneshwar Sharma on Tuesday directing the authorities to issue in a one-month time all the relevant documents.
Beoncy, who was born as Boboi Laishram, has changed gender through gender reassignment surgery, performed in October 2019, and was later received with a transgender certificate by the district magistrate of Imphal West. She has been able to update her Aadhaar, Voter ID and PAN card to reflect her identity, however, has been faced repeated refusal from educational and medical boards on numerous occasions to change her school, university and medical council certificates.
Registered as "Boboi Laishram" with male gender in her matriculation, higher secondary, MBBS, and Manipur Medical Council records, Beoncy was denied several professional opportunities, including a chance to appear for the NEET-PG exam, due to inconsistencies across her documents.
This was a reason which encouraged her to resort to legal intervention.
The court has now directed Board of Secondary Education Manipur (BOSEM), Council of Higher Secondary Education Manipur (COHSEM), Manipur University (MU) and Manipur Medical Council (MMC) to issue new documents to her in the correct name and gender.
In addition, the High Court directed the Manipur Chief Secretary to ensure that all state institutions adhere to the Transgender Persons (Protection of Rights) Act, 2019, and the Transgender Rules, 2020, to avoid similar cases in the future.
Acknowledging Beoncy's pioneering journey, the court noted, “She, being a pioneer and a qualified doctor, will serve as an inspiration to other transgender persons to seek justice.” The decision can be seen as a quantum leap in the establishment of the rights of transgender citizens and transgender presence in the Northeast and all over India.
